There’s no answer to this. It all depends on the individual themselves. Maybe the person is just fed up with this person. Maybe they just generally are busy or can’t help this person. As much as they’d like to help, life doesn’t always allow people to be able to do the things they’d like. As to why they won’t introduce them to a partner, maybe they just haven’t had the chance or dare I say it, they just don’t want to. There can be ENDLESS answers to your questions.
